The Auditor-Controller provides professional
accounting services that are mandated by the California
Statutory Code Sections, along with other essential accounting
services required for the County to receive and utilize
more than $4.5 billion of Federal, State and other County
agency funds. To achieve this, the Auditor-Controller's
Office has 403 employees organized among three divisions:
Central Operations
Central Operations provides centralized
accounting and financial reporting activities for all
County agencies and departments. This includes apportionment
of property taxes for all taxing agencies, payroll and
accounts payable processing, preparation of financial
statements and appropriation/budget control over County
spending. The division also prepares and oversees the
County's major cost studies including the Countywide Cost
Allocation Plan.
Agency Accounting
Staff assigned to Agency Accounting
provide accounting, claiming and certain financial services
to major County departments/agencies. Accounting staff
is housed with client agencies, and each accounting unit's
objectives are developed in partnership with the client
agency.
Information Technology
This division maintains and operates
the Countywide Accounting Personnel System (CAPS), property
tax system and other accounting systems which support
functions performed by both Accounting Operations and
Reporting and Agency and Support Accounting. It is responsible
for developing and deploying innovative technology.
